    Keynote Speaker

    Ms. Juliet Beyler, Assistant Deputy Chief of Naval Operations (Manpower, Personnel, Training and Education).

    Ms.  Beyler assumed the duties in July 2018, and in this role, serves as the civilian executive advisor to the Chief of Naval Personnel. Together they are responsible for driving efforts to develop, modernize, and transform Navy personnel policies and systems, for planning, programming, and budgeting of all MPT&E resources, and for managing personnel policies and programs related to Sailors and their families. Ms. Beyler previously served as the Deputy Assistant Secretary of the Navy (Military Manpower and Personnel) and in multiple Senior Executive Service positions in the Office of the Secretary of Defense, to include as the Principal Director for Force Resiliency, the Director of Officer and Enlisted Personnel Management, and as the Special Assistant for senior officer matters.

    David Pacheco

    Mr. David Pacheco has over 35 years of experience in the federal government. His areas of expertise include: Organizational Change Management (Agile); Public Speaking and Presentation; Leadership Development; Coaching and Customer Service and Business Process Development. Most recently, he supported Large‐Scale Stakeholder Engagement and Change Management at the US Citizenship and Immigration Services (USCIS).  After retiring from federal service Mr. Pacheco is working with a group to develop strategies for Entrepreneurial Leadership that focuses on influencing and coaching as drivers of success.

    Mary Barnes, Director, Workforce Transformation at the General Services Administration

    With more than 20 years of leadership experience across commercial, local, and federal government organizations, Dr. Barnes brings a deep knowledge of organizational dynamics, change management, and strategy development from both a practical and academic perspective. Dr. Barnes assists leadership teams in solving their big problems – the problems that disrupt productivity and impact
    employee engagement. She has a proven track record of designing and implementing programs that get results and move the organization forward. Dr. Barnes focuses on empowering leadership to achieve their desired results by focusing on human dynamics and organizational behavior at all levels.

    Sandy Scarbrough, National Institutes of Health 

    Ms. Sandra Scarbrough holds a M.A. in Organizational Management, and a M.S. in Yoga Therapy. She has over 17 years of experience in organizational change management, and fifteen years of experience executing change at the National Institutes of Health (NIH). Sandra also worked as a consultant for two years executing change efforts for the IRS, Department of Defense, the Center for Medicare and Medicaid Services, and NIH.

     

    Aris W. Scarla, Change Management Advisor, Federal Aviation Administration

    A person sitting at a table Description automatically generatedMr. Scarla is a Change Management Advisor who works with executive and senior leaders in the US Federal Aviation Administration (FAA) Flight Standards Service in building and sustaining a change ready organization. Aris is a certified change management practitioner, trained business coach, and member of the Association of Change Management Professionals.


    Kelly Morrison, Senior Strategic Advisor to USAID’s CIO

    Ms. Morrison leads the Organizational Change Management and Communications for the Development Information Solutions, which will manage USAID’s portfolios to capture one cohesive development story from strategy to results.  Prior to joining USAID, she served for nearly four years at OMB leading an initiative to transform federal IT Capital Planning & Investment Control policies and processes. She championed increased transparency of IT spending, securing it as a Presidents Management Agenda Cross Agency Priority Goal #10, and led the government-wide communities of practice.

    Develop and implement change management strategies and plans

    The Managed Change™ Agent Certification Program is designed to provide emerging change management practitioners the opportunity to learn the Managed Change™ Methodology and apply the concepts and tools to real changes happening in their organizations. Certification has three key requirements:

    1) Education – Candidates participate in a two-day facilitated workshop, learning and practicing the Managed Change™ Methodology with related processes and tools.

    2) Experience – Partnering with a LaMarsh Global coach, candidates will work virtually to develop and implement Change Plans that demonstrate their ability to apply the Managed Change™ Methodology to real changes happening in their organizations.

    3) Examination – Participants re-convene virtually after successful implementation of their Change Plans to confirm competency through testing and simulations.

    Program Objectives

    • Develop a working knowledge of the Managed Change™ Methodology
    • Identify the potential organizational and individual resistance that will impact the success of a change
    • Design, build, & implement an initial change management strategy and project plan
    • Define the impact of organizational culture and history on successful implementations
    • Discover ways to assess and enhance the skills of people charged with making changes happen, such as leaders who serve as Sponsors
    • Design Communication, Learning, Reinforcement, and Sponsor Development action plans that address stakeholder resistance and appropriately modify behavior
    • Develop a basic plan to monitor project results to make sure that desired business outcomes are satisfied
    • Demonstrate the ability to effectively apply the Managed Change™ Methodology

    Empathy for Changemakers

    Join us for this special edition of the Change Maker's book club where you get to contribute to a book in progress! Our guest author, Amy Wilson, practices participatory design and will bring this process into the book writing process. Amy will have finished a first draft manuscript of her book for her publisher, and will collect feedback on and workshop the structure and frameworks that she's bringing in her book to refine and create a stronger book for practitioners everywhere, creating a blueprint for empathetic change for a brighter future.  Participants will be able to learn about the book writing process and Amy will also acknowledge you all in the book as contributors to the book!

    Book Description:

    Culture change happens because of a movement, not a mandate. And yet, when Amy Wilson built the language for and movement of 5,000 US public servants to create a modern government in the Trump Administration as a Presidential Innovation Fellow, she was met with resistance and destruction from the White House. A year later, Amy is re-emerging to tell the story of that battle and what's she's learned about the clash between old and new power dynamics and how empathy can be at the heart of change in the future. Amy looks at the trait of empathy through the lens of a practitioner--and looking at it with a keen eye on how we can actually make change happen in the 21st century. She'll also pull in wisdom from changemakers across the globe who are using empathy to make real, lasting systemic change in their communities and in the world.

    The format:

    • You will not read the book, but Amy will provide read ahead chapters or a presentation that you can use to get a sense of the topics discussed in the book. 
    • If you're enthusiastic about this concept, you can also get the chance to be beta readers of the book and give more specific feedback to Amy in her process.

    Author Bio:

    Amy Wilson took a sabbatical for a year in December 2018 after building cultures and movements of change for more than a decade to make sense of the current state of affairs and how change should happen in the 21st century. In her former role as a White House Presidential Innovation Fellow she served as an entrepreneur-in-residence to tackle the nation's biggest challenges across two Administrations. She formed the language for 21st century delivery-driven government on Innovation.gov and founded the Better Government Movement–an inclusive space where public servants can grow their creative capacity and learn new tools to jumpstart innovation to solve problems and affect positive change. In 2016 she founded the first government-wide technology accelerator to make public servants better buyers of digital products and managed the 2,000-person White House Open Data Innovation Summit, a celebration of the open data and civic technology movement during the Obama Administration.


    She specializes in building and sustaining cultures of innovation with a social good mission and embraces the art of storytelling. She has challenged the status quo at more than a dozen organizations and can both set and implement the vision. On the cusp of Booz Allen Hamilton’s 100th Anniversary, she pioneered the company’s Innovation Blueprint, Playbook and Ecosystem, which defined innovation in the context of consulting, made innovation accessible to all, and created virtual and in-person places to incubate ideas. After Hurricane Katrina she led a recovery project to build 50 homes in four months as a Team Leader in AmeriCorps*NCCC, partnering with entrepreneurs and nonprofit organizations to solve the problem of landfill overflow and lack of housing opportunities. She’s also a Starting Bloc Social Entrepreneurship Fellow committed to creating an equitable, collaborative, thriving world.
