Federal CoP Panel: Notes from Our Change Journey

Are you a Federal worker with a professional interest in change management or who serves your agency in such a role? If so, the DC Chapter of the Association of Change Management Professionals (ACMPDC) is continuing our launch of a Community of Practice (CoP) just for you! This Federal CoP seeks to serve the unique interests and needs of Federal change management professionals by providing them with insights into specific change management business cases, methodologies, tools and best practices that are being applied and making a difference across Federal agencies today.

Please join us for a panel discussion entitled: Notes from Our Change Journey.  Change practitioners from the Federal Aviation Administration (FAA), National Institute of Health (NIH) and Department of Homeland Security (DHS) will be joining us to engage in an evening of discussion, sharing:

  • What their agencies are doing in the area of building change management capabilities and organizations
  • Challenges faced and overcome during a period of change
  • Steps undertaken to establish their internal change management practices
  • The future of change management within the Federal government

MEET THE PANELISTS:

Ms. Sandra Scarbrough holds a M.A. in Organizational Management, and most recently a M.S. in Yoga Therapy. She has over 14 years of experience in organizational change management, and twelve years of experience executing change at the National Institutes of Health (NIH). Sandra also worked as a consultant for two years executing change efforts for the IRS, Department of Defense, the Center for Medicare and Medicaid Services, and NIH.

Mr. Aris Scarla is a senior Change Management Advisor who works with executive and senior leaders in the US Federal Aviation Administration (FAA) Flight Standards Service in building and sustaining a change ready organization. After spending 20+ years in the FAA, Aris has an in-depth knowledge of how government works and its ability to lead change.


Mr. David Pacheco has over 35 years of experience in the federal government. His areas of expertise include: Organizational Change Management (Agile); Public Speaking and Presentation; Leadership Development; Coaching; and Business Process Development. Most recently, he supported Large‐Scale Stakeholder Engagement and Change Management at the US Citizenship and Immigration Services (USCIS).

Sophonia Simms is the Director of Change Management for the National Institutes of Health (NIH) Business System.  She has worked as a manager in the private sector and in multiple Federal agencies including the NIH, the Nuclear Regulatory Commission, the National Science Foundation, and the Department of Defense. Her team’s mission is “Enabling Successful Change through Community Engagement.” 


Ernest Wayde earned his doctorate degree in Clinical and Experimental Psychology from the University of Alabama, Tuscaloosa, Alabama.  As part of his doctoral requirements, he completed a clinical internship at the Clement J. Zablocki VA Medical Center, Milwaukee, Wisconsin.  Dr. Wayde is currently working as an organizational development psychologist with the VHA National Center for Organizational Development (NCOD) providing organizational consultation to VHA facilities and VA offices nationwide.  Dr. Wayde has personal interests in systems redesign, leadership development, decision making, information strategy, change management and executive coaching in the workplace.


Welcoming reception from 6:00 to 6:30 pm / Introductions and an Overview of the Fed CoP  from 6:30 to 7:00 /Panel discussion from 7:00 to 8:00 pm (Please Note: Light hors d’oeuvres will be served during the welcoming reception).

Registration will be free for ACMP DC Members and Federal Employees. If you are a federal employee and you wish to register for free, then email the Fed CoP here using your .gov email account to receive your registration code. 

Registration for Non-Members/Non-Federal Employees will be $35.
